Council premises have been surveyed to determine whether ACMs are
present. It should be presumed that materials contain asbestos unless there is
strong evidence to the contrary.
Prevention of exposure to asbestos fibres

When work with asbestos or work which may disturb asbestos is being
carried out, the Asbestos Regulations require the prevention of exposure to
asbestos fibres. Where this is not reasonably practicable, the exposure must
be kept as low as reasonably practicable by measures other than the use of
respiratory protective equipment.

Asbestos surveying and sampling is likely to be ‘work’ with asbestos and
therefore will require a risk assessment and a plan of work (method statement)
under CAR 2012.
